Each fall, the Mayor submits a policy letter to all City Departments outlining his budget goals for the upcoming year. In December, City departments submit their budgets to the Office of the Mayor and the Chief Administrative Officer (CAO).
This is followed by a period of collaborative decision-making between the CAO, community representatives, and the City Council who assist the Mayor in formulating the Proposed Budget. The Mayor then submits the Proposed Budget to the City Council on or before April 20th.

Mayor's FY 2012-13 Budget Policy Letter

A critical part of the budget development process is community input. Article IX, Section 909 of the City Charter states: "Each neighborhood council may present to the Mayor and Council an annual list of priorities for the City budget. The Mayor shall inform certified neighborhood councils of the deadline for submission so that the input may be considered in a timely fashion."
Each year, Mayor Villaraigosa facilitates a structured community input process for the development of the annual budget. Last year, the Mayor's Community Budget Survey received over 9,500 complete responses and 22,000 comments.
In preparation of his FY 2012-13 Budget, the Mayor once again invites neighborhood councils and community members to provide feedback on budget priorities and potential measures to balance the budget and improve the City's fiscal sustainability. The Mayor's Community Budget Survey for FY 2012-13 will be released on the Mayor's website in mid-January 2012.
Survey responses will be collected by February 22, analyzed by the Mayor's Office in cooperation with Neighborhood Council Budget Advocates, and presented to community stakeholders and the Mayor in March. The Mayor will review the survey results for consideration in the development of the FY 2012-13 Budget.
